It’s early morning in Southeastern New Mexico. In Roswell, a welding instructor at ENMU-Roswell preps for class, where students—some fresh out of high school, others returning to upskill—are learning trades that power the region’s industries. In Hobbs, early shifts hum through the Permian Basin. In Ruidoso, shop owners brew coffee as the pines stir with visitors. In Alamogordo, aerospace students log hours in simulators, dreaming of the sky.
Across 26,000 square miles, these small but powerful moments are happening all at once—tied together by the same thread: a shared commitment to resilience, opportunity, and a better tomorrow.
For over 50 years, the Southeastern New Mexico Economic Development District (SNMEDD) has helped shape that rhythm. Created in 1971, SNMEDD was formed not just as a planning agency, but as a bridge—linking local communities to federal resources, statewide collaboration, and one another.
This Comprehensive Economic Development Strategy (CEDS) captures more than just numbers and project plans, it tells the story of collaboration between county commissioners and mayors, tribal leaders and educators, farmers and energy experts, all working together to transform a corner of the state into a connected, competitive, and future-ready region.
Whether securing infrastructure improvements for underserved towns, guiding business retention in rural communities, or building partnerships to drive economic growth with local leaders, ENMU Roswell, ENMU Ruidoso, NMSU, Purdue University, and the Center for Regional Development, SNMEDD continues to be a catalyst for smart, inclusive growth.
And while our region is defined by sweeping plains, mountain vistas, and desert skies, it’s our people—and the partnerships that bind us—that truly define Southeastern New Mexico. The challenges ahead are real. But so is our capacity to meet them, together.
